PAYMENT DESIGN

By affecting organizational strategy and care delivery, payment can key role in determining health care outcomes.

We use deep expertise in financial incentives and economics to analyze payment methods, and advanced statistical methods to study how large payment arrangements impact provider strategy and patient and population outcomes.

POPULATION HEALTH

Health is affected by a convergence of medical and other structural factors affecting individuals and communities. Though not the only driver, health care delivery mediates a number of health outcomes.

We use advanced statistical methods, behavioral science, and user-centered design to implement population-based evaluation and interventions in health care settings. When able, we also work with non-health care partners to achieve better population outcomes. Learn more

CARE REDESIGN

Payment impacts outcomes by driving care delivery models and processes. Those that involve redesign are positioned to improve care delivery and outcomes.

 

We use advanced statistical methods and care delivery insights to study care delivery models and identify implementation strategies.

HEALTH BEHAVIORS

Human behavior is the final common pathway to nearly all health interventions. In turn, understanding patient, clinician, and organizational behavior can provide insight into how to design payment models and organize care delivery models that can improve the health outcomes.

 

We use expertise in behavioral and decision science, along with randomized controlled trials, to study how interventions designed using behavioral principles impact outcomes.

HEALTH EQUITY

Health inequity is too often viewed within health care as an “unintended consequence”, an issue to monitor after implementing a policy or practice change, rather than an issue to address beforehand. We work from a fundamental premise -- that we cannot make meaningful progress without tackling equity issues -- and use rigorous evaluation and implementation methods to illuminate and address health inequity.

OUR VISION

OUR MISSION

What good are ideas or data if they don't produce actionable insight?

We created the Program on Policy Evaluation & Learning (PROPEL) with this question in mind. The Program uses analysis, evaluation, and training and to improve outcomes and advance equity through emphasis on payment, care design, and population health.

 

PROPEL defines success as translation of ideas and data into actionable insight that can benefit patients and populations. Our work is guided by several principles:

 

Rigor. We are committed to uncompromising rigor from project conception to analysis and implementation. PROPEL believes that if something is worth doing, it's worth doing well; and that if it cannot be done well, it's worth considering whether doing causes more harm than good. 

 

Innovation. Better health requires changes that are inherently innovative -- those that create new value for stakeholders. We conceive of innovation as a discipline and set of strategies for experimenting, testing, and scaling solutions across populations and care settings.

 

Learning Orientation. Change in health care requires a learning orientation. We seek to build portfolios marked by curiosity and openness to new solutions, perspectives, approaches, and collaborators. Success involves learning how to do our work better, and sometimes working on things that may not ultimately prove beneficial. This isn’t a disappointment or deficiency; it is a necessary part of a learning-oriented approach.
